Meeting Highlights from the Clerk – 7/27/2022
Open Podium
Craig Dudczak, Summerview Dr., submitted a copy of the 2004 Settlement Agreement between the Changing Seasons Homeowners Association and T.H. Kinsella, Inc. Mr. Dudczak asked the Town to take the settlement agreement into account as it considers the zone change application for the quarry expansion. Attorney Frateschi requested Mr. Dudczak provide additional darker copies of the maps that are exhibits to the agreement. The Town Board heard the zone change request for the expansion of the quarry later in the meeting.
Town Business
Zone Change Application – Twin Shores – N. Burdick St. (Tax Map #086.-02-02.1, 086.-02-03.0, 086.-02-04.1, 086.-02-05.1, 086.-02-05.3, 086.-02-06.1) CA, RA To CA, RA, R5
Tom Cerio presented a new application for a zone change. The new zone change request was based upon the recommendation the Planning Board. The applicant would like to construct residential multi-unit buildings. The Town Board discussed the application with the applicant and asked about zoning the front of the parcel Commercial A.
The Town Board referred the application to the Town Planning Board on August 8th and the Onondaga County Planning Board. Councilor Bollinger requested that the Town Planning Board consider zoning the front of the parcel Commercial A.
The Town Board set a date for a public hearing on August 24th , 2022 at 6:35 PM pending a recommendation from the Planning Board. The Town Board requested that the Town Clerk hold the publication of the public hearing notice until after the Town Planning Board meeting.
Zone Change Application - T. H. Kinsella, Inc (Tax Map #'S 097.-01-03.2, 097.-01-03.3, 097.-01-03.1) RA & NRRD To RA & NRRD To Expand Limits Of Existing NRRD
Tom Kinsella presented a zone change application for a 12-acre expansion of the existing quarry. The Town Board tabled the matter for the Engineer to review the application; and for the Attorney for the Town to review the 2004 settlement agreement between the Changing Seasons Homeowners Association and T.H. Kinsella, Inc.
Proposed Local Law to Create a Mixed-Use Overlay District
The Town Board discussed the proposed local law and the possibility of amending a few of the zoning classifications in lieu of the mixed-use overlay. The Town Board discussed the difference between an overlay district vs. a traditional zone change. The Town Board tabled the matter for future discussion and review.
3 Hydrants – Fremont Road
The Town Board approved the installation of 3 hydrants on Fremont Road to meet state standards.
RFP Floating Dock – Launch at Poolsbrook
The Town Board authorized the issuance of a Request for Proposal the design, acquisition an installation of an accessible floating dock/launch at Poolsbrook in the Olde Erie Canal State Park. The Town has received a grant in the amount of $24,000.00 from the State of New York to offset the cost of such floating dock/launch.
Skyridge Water District
The Town Board adopted a resolution to authorize the Supervisor to make application to the Water Quality Improvement Program in the amount of up to $550,000.00 to offset the cost of the Skyridge Water District to acquire land and/or conservation easements to protect the recharge areas for their drinking water wells.
RFP – Town Attorney Services
The Town Board authorized the issuance of a Request for Proposal for Town Attorney services.
