American Rescue Plan Act

Under the United States American Rescue Plan Act (ARPA) of 2021, the Town of Manlius was issued $2,026,660 in recovery funds to replace lost revenues and respond to the COVID-19 pandemic.

The Town of Manlius currently has $1,775,468 ARPA funds after the 2022 budget appropriated ARPA funds to improve communications systems within Town Hall, radios for the police department and highway garage equipment. See chart below.

These recovery funds must be obligated by December 31, 2024. Recovery funds should be utilized similar to “one-time” funding and should not be used for ongoing operational costs.

Recovery funds must be spent by December 31, 2026.

How can the funding be used?

  1. To respond to the COVID-19 public health emergency or its negative economic impacts
  2. To provide premium pay to essential workers
  3. To provide government services
  4. To make necessary investments in water, sewer, and broadband infrastructure

Funds can not be used to cover pension funds, to service debt, to pay for settlements or judgements or to replenish reserves.
